A campaign can generate inexpensive inquiries and still disappoint the people answering them. Some prospects may need a different service, be outside your market, or have expectations your business cannot meet. The number of leads alone does not explain whether advertising is working.
Paid media lead quality starts with a shared definition of a useful inquiry. Marketing and sales need to agree on that definition before comparing campaigns or changing budgets.
Define fit in practical terms
List the characteristics that make someone a reasonable prospect: the relevant need, service area, timing, and any essential eligibility requirements. Keep the definition objective and appropriate for your business. An inquiry can be legitimate without being ready to buy immediately.
Use a few consistent stages, such as new inquiry, contacted, qualified, appointment, and customer. Record why a lead does not progress. “Poor quality” is too vague to guide a change; “requested a service we do not offer” is useful.
Read the promise in your advertising
Advertising that sounds broader than the actual offer can attract the wrong expectations. Review the wording, visuals, and landing page together. Does the ad suggest a free service that is not free? Does it imply availability in locations you do not serve? Does the page explain the next step accurately?
Clarity may reduce the volume of casual inquiries while improving the usefulness of conversations. Evaluate the whole result rather than celebrating a single metric.
Connect the numbers
Consider a hypothetical comparison: one campaign generates 100 inquiries and 10 qualified conversations for $2,000. Another generates 40 inquiries and 12 qualified conversations for the same spend. The first has the lower cost per inquiry; the second has the lower cost per qualified conversation. Neither comparison alone tells you which produces better long-term customers.
Google Ads distinguishes qualified leads from converted leads in its measurement options. The important business principle is to follow outcomes beyond the initial form submission, using appropriate tracking and privacy practices.
Check follow-up before blaming targeting
Review how quickly inquiries are addressed, whether contact details are usable, and whether the next step is easy to understand. Compare similar time periods and allow for the length of your sales cycle. A newly launched campaign should not be judged against a mature group of leads without that context.
Bring the advertising team and the people handling inquiries together regularly. Their combined evidence can guide targeting, messaging, landing pages, and budgets more effectively than a lead count in isolation.
